EPA Finalized the Boiler MACT Reconsideration Rule

EPA finalized the Boiler MACT reconsideration rule. Implementation will be three years from the date of Federal Register publication, with an additional year to be authorized by state discretion. This means that the earliest implementation date will be early 2016, with the possibility of sources receiving one additional year for an early 2017 compliance date. There are several related rules that EPA has finalized; these are available on EPA’s website at: http://www.epa.gov/airquality/combustion/actions.html. In the finalized rule limits are modified to accommodate new data EPA received, and in general mercury control standards for existing units are less stringent with an increase from 3.1 lb/TBtu (in the December 2011 proposed rule) to 5.7 lb/TBtu (in this final rule). Contact ADA Carbon Solutions for help and information on industrial boiler mercury compliance.

EPA finalized the rule lowering the NAAQS for annual PM2.5 from 15 to 12 ug/Nm3

EPA today finalized the rule lowering the NAAQS for annual PM2.5 from 15 to 12 ug/Nm3. The 24-hour fine particulate standard and the PM10 standards are both unchanged. Most states already meet the new standard (see http://www.epa.gov/airquality/particlepollution/2012/20092011map.pdf) and EPA will make initial determinations of attainment by December 2014. ADA Carbon Solutions Introduces New Product Series

ADA CARBON SOLUTIONS INTRODUCES FASTPAC™ POWDERED ACTIVATED CARBONS
Next-generation sorbents facilitate improved mercury capture performance and reduced costs of MATS and MACT regulatory compliance

ADA Carbon Solutions, LLC, announced today that its new, patent pending FastPAC™ series of activated carbon products is now commercially available for coal-fired mercury control customers. FastPAC™ and FastPAC Premium™ are next-generation sorbents that are designed to provide rapid responsiveness of the mercury control system, improved mercury capture, lower residual mercury emissions and reduced balance-of-plant impacts.

In over 20 full-scale sorbent injection tests, the FastPAC™ series has demonstrated rapid and efficient mercury capture in a wide range of coal-fired units and has proven especially effective in facilities with cold-side electrostatic precipitator (ESP) configurations, with both low-rank and higher-sulfur coals. In some instances, the substantial reduction in sorbent injection rates can significantly reduce loads on particulate removal equipment and can allow utilities to reconsider capital investments in ESP upgrades and/or baghouse purchases. For more information, please contact the company or visit Booth #508 at the Power Plant Air Pollutant Control MEGA Symposium, August 20-23, 2012, in Baltimore, MD.

“The FastPAC™ series represents a step change in the status quo and sets a new benchmark for mercury capture performance,” said Brian Leen, President and Chief Executive Officer of ADA Carbon Solutions, LLC. “These products facilitate cost-effective compliance with the EPA Mercury and Air Toxics Standards and other mercury regulations. They are one of several exciting product lines that have been under intense development, and we anticipate introducing additional novel activated carbon products specifically designed to address the exacting needs of power plants and other coal-fired facilities.”
